The Inland Revenue Authority of Singapore (IRAS) and the Infocomm Media Development Authority (IMDA) have announced a phased mandate requiring all Goods and Services Tax (GST)-registered businesses to adopt the InvoiceNow network for transmitting e-invoice data to IRAS. This initiative aims to streamline GST administration and enhance efficiency.
Technical Foundation: InvoiceNow & Peppol
InvoiceNow is Singapore’s nationwide e-invoicing network, built on the internationally recognized Peppol framework. Developed and maintained by the non-profit OpenPeppol, Peppol ensures interoperability. IMDA acts as Singapore’s Peppol Authority, governing the network, defining domestic rules, ensuring standards conformance, and certifying service providers.
- Data Format: Billing documents are exchanged using the standardized Peppol Business Interoperability Specifications (BIS) Billing 3.0 UBL XML format.
- Network Operation: Businesses submit invoices via IMDA-certified Access Point (AP) providers. These APs map various invoice formats into the standard BIS Billing 3.0 UBL and transmit them securely over the Peppol network to the recipient’s AP, regardless of their underlying accounting or ERP system.
Phased Implementation Timeline
The mandatory adoption will roll out as follows:
- 1 May 2025: Voluntary adoption period begins (soft launch).
- 1 November 2025: Mandatory for newly incorporated companies that voluntarily register for GST (incorporated within six months of their GST registration application).
- 1 April 2026: Mandatory for all businesses that voluntarily registered for GST.
Implementation Pathways
Businesses can connect to InvoiceNow through several certified channels:
- Peppol-Ready Software: Activate InvoiceNow on IMDA-certified Peppol-ready Accounting or ERP solutions.
- Banks: Utilize assistance offered by banking partners.
- Access Point Providers: Engage IMDA-approved AP operators to connect non-compliant systems and obtain a Peppol ID.
- Free Solutions: Register for free InvoiceNow solutions offered by providers listed on the IMDA website.
Support Programs
To ease adoption costs, IMDA offers support:
- InvoiceNow Accelerate: Newly incorporated businesses activating Corppass from April 2024 may receive notifications for complimentary InvoiceNow services for one year with selected providers.
- Grants & Bonus: Eligible businesses can apply for the LEAD Connect Grant, LEAD Transact Grant, or InvoiceNow Transaction Bonus.
IRAS has confirmed exemptions for:
- Overseas entities (including those registered under the Overseas Vendor Registration regime).
- Businesses registered under the Reverse Charge regime.
The transmitted e-invoice data will be used by IRAS specifically for GST administration purposes, enhancing accuracy and efficiency in tax compliance.
