On or about 18 September 2019, the Singapore Accounting Standards Council (ASC) has submitted its comment to the International Accounting standard Board (IASB) on ED/2019/3 Reference to the Conceptual Framework (Proposed Amendments to IFRS 3).

According to the comment letter, the ASC is supportive of the proposed amendments to International Financial Reporting Standards (IFRS) 3 Business Combinations. The ASC also stated that the proposed amendments would ensure that the IFRS standards refer to the latest version of the Conceptual Framework for Financial Reporting, while minimising accounting changes and other unintended consequences.

It further stated that the proposed amendments would avoid many of the disadvantages of the alternative approaches identified by the IASB.
