The Accounting Standards Council (ASC) of Singapore has issued a significant new standard aimed at reducing the reporting burden for certain entities. SFRS(I) 19 Subsidiaries without Public Accountability: Disclosures has been formally released, providing a tailored disclosure framework for eligible subsidiaries.

Key Details of SFRS(I) 19:

  1. Target Entities: The standard is specifically designed for subsidiaries that do not have public accountability. This typically refers to entities not listed or in the process of listing, and not holding assets in a fiduciary capacity for a broad group of outsiders as a primary business.
  2. Objective: SFRS(I) 19 offers a reduced disclosure requirement set compared to full SFRS(I) standards. Eligible subsidiaries applying this standard will still be required to prepare their financial statements in accordance with the full recognition and measurement requirements of other SFRS(I) standards but can omit many of the more extensive disclosures mandated for publicly accountable entities.
  3. Effective Date: The standard will be mandatory for annual reporting periods beginning on or after 1 January 2027.
  4. Early Adoption: Entities meeting the criteria are permitted to apply SFRS(I) 19 early, prior to the mandatory effective date, providing flexibility for those wishing to adopt the simplified framework sooner.

The introduction of SFRS(I) 19 addresses calls from the industry for proportionate reporting standards. It aims to reduce compliance costs and administrative burdens for qualifying subsidiaries while maintaining the quality and usefulness of financial information for their primary users (often their parent entities or lenders familiar with the group).

Eligible subsidiaries and their parent groups should review the detailed requirements of SFRS(I) 19 to assess applicability and plan for potential adoption, considering the optional early application or the 2027 effective date. Professional advisors and entities are encouraged to consult the full text of the standard (available through ACRA) for comprehensive guidance.
